HELSINKI — When the Finns woke up on Feb. 1 to the news that their capital city had been named the world’s safest, they probably weren’t sure what to make of it.
After all, Helsinki had been in the top 10 for the last six years, and this year’s report from the Economist Intelligence Unit (EIU) had only dropped the city to No. 11.

“We didn’t have any reason to be surprised,” says Jyrki Kasvi, a research fellow at the Finnish Institute for International Affairs. “It was a surprise to us that it happened so quickly.”

“It was a great surprise for me,” he says.
